Based on the provisions of Article 116 of the Constitution of the Republic of Rwanda, President Paul Kagame has made major appointments to the Government, naming new Ministers, Ministers of State, and other senior officials.


This significant cabinet reshuffle comes as part of the broader government reform agenda, with changes affecting key portfolios including Finance, Education, Internal Security, Gender and Family Promotion, Trade, and others.

Newly Appointed Ministers:

1. Judith Uwizeye – Minister in the Office of the President

2. Ines Mpambara – Minister in the Prime Minister’s Office

3. Yusuf Murangwa – Minister of Finance and Economic Planning

4. Amb. Olivier Nduhungirehe – Minister of Foreign Affairs and International Cooperation

5. Dr. Emmanuel Ugirashebuja – Minister of Justice / Attorney General

The Rwanda Mines, Petroleum and Gas Board (RMB) and the Rwanda Convention Bureau (RCB) will now fall under the oversight of the Rwanda Development Board (RDB), as part of ongoing institutional reforms.
