Stella Rusine Nteziryayo Appointed CEO of the Development Bank of Rwanda (BRD)
Stella Rusine Nteziryayo, a seasoned economist with extensive experience in public finance and economic policy, has been appointed Chief Executive Officer (CEO) of the Development Bank of Rwanda (BRD), replacing Kampeta Pitchette Sayinzoga, who had served in the role for six years.
Her appointment has been approved by the Board of Directors of BRD in line with applicable regulations, and will take effect following final clearance by the relevant authorities.
Nteziryayo is already a member of the BRD Board of Directors, a factor expected to ensure continuity and smooth leadership transition. She brings over a decade of experience in macroeconomic policy, public financial management, debt management, climate finance, and sustainable development.
Prior to her appointment, she served at the Ministry of Finance and Economic Planning (MINECOFIN) as Director General in charge of Economic Affairs, where she played a key role in shaping Rwanda’s short- and long-term economic strategies and coordinating government financing initiatives with international partners.
She succeeds Kampeta Pitchette Sayinzoga, who took office in 2019 and led a major turnaround at the bank. Under his leadership, BRD moved from losses to sustained profitability, with annual net profits reaching RWF 22.8 billion. Over the same period, the bank’s total assets grew from RWF 157 billion to RWF 1 trillion.
BRD’s loan portfolio also expanded significantly, increasing from RWF 167 billion to RWF 710 billion, reflecting the bank’s growing role in financing strategic development projects and supporting private sector investment.
Established in 1967, the Development Bank of Rwanda provides long-term and affordable financing to priority sectors critical to national development. These include energy, agriculture, manufacturing, infrastructure, education, affordable housing, green finance, and export development, in alignment with Rwanda’s Vision 2050 and the National Strategy for Transformation.
Nteziryayo’s appointment is expected to further strengthen BRD’s role as a key driver of Rwanda’s sustainable economic growth and development agenda.
