Rwanda and Japan Agree to Expand Bilateral Collaboration

The pledge was made during talks between Rwanda’s Minister of Foreign Affairs and International Cooperation, Amb. Olivier Nduhungirehe, and his Japanese counterpart, Takeshi Iwaya, on the sidelines of the Tokyo International Conference on African Development (TICAD 9), which opened on August 20, 2025.


Minister Iwaya, recalling that Minister Nduhungirehe previously lived in Japan, said this personal connection provides a unique foundation for closer collaboration. He emphasized the importance of the peace agreements signed between Rwanda and the Democratic Republic of Congo, noting that their full implementation is essential for stability in the Great Lakes Region.

He also highlighted Japan’s recent food assistance delivered through the World Food Programme (WFP) to support refugees and vulnerable communities affected by regional insecurity. Iwaya pledged that Japan would continue to back initiatives that promote peace, stability, and locally driven solutions.

Minister Nduhungirehe, for his part, thanked Japan for its consistent support, especially through TICAD initiatives. He expressed confidence that Japanese engagement would not only enhance Rwanda’s development but also strengthen Africa and Japan relations more broadly, particularly in the areas of peace and economic cooperation.

The two ministers also exchanged views on pressing global security issues, including North Korea’s nuclear and missile programs, the abduction of foreign nationals, and ongoing discussions on reforming the UN Security Council. They agreed to maintain close collaboration in addressing these international challenges.
