AFC/M23 Clarifies Delegation’s Mission in Qatar

The Alliance Fleuve Congo (AFC/M23), a rebel coalition fighting the government of the Democratic Republic of Congo (DRC), has clarified that its representatives currently in Qatar are not participating in peace negotiations but were dispatched for two specific tasks.


Speaking at a press conference in Goma on August 22, 2025, AFC/M23’s Deputy Head of Finance and Economy, Freddy Kaniki Rukema, said the delegation in Doha was mandated only to assess compliance with the ceasefire agreement and review the release of detainees.

“Our envoys did not go to Doha to pursue negotiations,” Kaniki stated. “Only two people traveled, tasked with examining the issues of prisoner release and ceasefire implementation.”

He explained that these issues stem from the July 19 framework agreement signed by the DRC government and AFC/M23 in Doha, with Qatar’s facilitation. Kaniki emphasized that genuine peace talks could only follow once both commitments were fulfilled.

“These are part of the principles we already endorsed. If progress is made, then we can send negotiators to address the root causes of the war. We do not just go there blindly,” he added.

The Doha framework outlined that peace negotiations would begin by August 8, following steps including a permanent ceasefire and the release of detainees. A final peace agreement was expected by August 18, but none of these milestones have been met.

According to AFC/M23, over 700 of its members and suspected sympathizers remain detained by the Congolese government, while hostilities continue in areas under its control. The DRC government insists detainees will only be freed after a final peace accord, and accuses the rebels of breaching the ceasefire.

Qatar, for its part, acknowledged the setbacks but said it remains engaged with both parties to keep the peace process on track despite the delays.
