Rwanda Welcomes Signing of Principles Towards Peace Deal Between DRC and M23

The Government of Rwanda has welcomed the signing of a Declaration of Principles between the Democratic Republic of Congo (DRC) and the M23/AFC armed group, which took place in Doha, Qatar, describing it as a major milestone toward lasting peace in eastern DRC.


In a statement issued by the Ministry of Foreign Affairs, Rwanda said the agreement represents “a significant step forward toward resolving conflict through peaceful means, addressing the root causes of the crisis, and restoring stability and security across the Great Lakes Region.”

“Rwanda welcomes the signing of these principles as a key milestone in the path toward a comprehensive and lasting peace. These principles mark a turning point in the efforts to end the long-standing insecurity in eastern DRC,” the statement read.

Rwanda expressed its appreciation for the critical role played by the State of Qatar in mediating the dialogue, with strong support from the United States. The Government also acknowledged the contributions of the African Union (AU), the East African Community (EAC), and the Southern African Development Community (SADC), all of which contributed to the success of the Doha process.

“We commend the efforts of all those who have supported this dialogue process. Continued backing for peace initiatives from all stakeholders is essential to achieving lasting stability in the region.”

Massad Boulos, Senior Advisor to former U.S. President Donald Trump on African Affairs, also welcomed the signing of the principles, calling it a major breakthrough in efforts to resolve the conflict through dialogue.

“The signing of the Declaration of Principles between the DRC and AFC/M23 in Doha reaffirms a shared commitment to dialogue, fulfillment of responsibilities, and a clear roadmap toward security and prosperity for the region’s people,” Boulos said.

He praised the leadership of Qatar and all parties involved, encouraging both sides to respect and uphold the principles as a foundation for building mutual trust and long-term peace.

A Long Road Ahead, But Hope Prevails

The Declaration of Principles outlines commitments by both parties to cease hostilities, begin structured negotiations toward a final peace agreement by August 18, 2025, and create joint mechanisms for oversight and implementation. It also includes:

  • Immediate cessation of hostilities in eastern DRC;
  • Restoration of state authority in areas previously controlled by M23;
  • Establishment of trust-building measures and humanitarian protections;
  • Development of inclusive governance and justice mechanisms.

The Rwandan government reaffirmed its readiness to play an active role in efforts to sustain peace and foster regional cooperation and economic development across the Great Lakes Region.

“Rwanda remains committed to contributing to all initiatives that promote peace, security, and prosperity across the region. We believe this process offers a real chance to end cycles of violence and bring lasting change to the lives of millions.”

The signing of the Doha Declaration marks a hopeful new chapter in the pursuit of peace in eastern DRC, following more than a decade of conflict and displacement. While much work remains to be done, the agreement is being widely hailed as a bold and necessary step toward ending the crisis and building a stable and secure region.
