The Principles Agreement Signed Between the DRC and AFC/M23
On Saturday, July 19, 2025, in Qatar, a set of principles was signed to guide peace talks aimed at achieving lasting peace between the Democratic Republic of Congo (DRC) and the AFC/M23.
The DRC government was represented by Mr. Sumbu Sita Mambu, the Senior representative of President Félix Tshisekedi in charge of the Luanda and Nairobi processes. On the other side, Mr. Benjamin Mbonimpa, the Secretary-General of AFC/M23, signed the document.
Within ten (10) days, these agreements will begin to be implemented.
Among the key commitments, both parties agreed that peace, security, and stability are essential for creating opportunities for development, improving the living conditions of citizens, and upholding human dignity.
Both sides committed to adhering to a permanent ceasefire agreement, including the following provisions:
-Cessation of aerial, land, and maritime attacks, including looting or deliberate destruction;
-Stopping the spread of hatred through media or any other means;
-Ceasing attempts to seize additional territory by force or expand control over new areas.
AFC/M23 and the government of the Democratic Republic of Congo acknowledged that a peace agreement is crucial for ensuring security, sustainable development, comprehensive justice, the protection of human rights for DRC citizens, and for enabling the safe and dignified return of refugees, all while addressing the root causes of the conflict.
Additionally, AFC/M23 and the DRC government may, with the support of the international community, organize the release of detainees or prisoners held by either side.
Qatar and the United States have called on AFC/M23 and the DRC government to begin negotiations for a peace agreement no later than the end of July this year — meaning within ten (10) days from the start of implementing this declaration of principles.
As stated in the document, AFC/M23 and the Kinshasa government committed to launching direct negotiations immediately after the implementation of this declaration’s provisions, with the goal of establishing a peace agreement no later than ten (10) days after implementation begins.
