President Paul Kagame Grants Pardon to Five, Including Brig Gen (Rtd) Muziraguharara

Paul Kagame has granted pardon to five individuals, including retired senior military officers and civilians, under a presidential order dated April 10, 2026.


Among those pardoned are Brig Gen (Rtd) Muziraguharara Fred, who previously held various senior positions within the Rwanda Defence Force, and Lt Col (Rtd) Nkusi Robert.

Other beneficiaries of the pardon include Dilan Berat Mete, who had been convicted of complicity in the misuse of public funds; Kanamugire Emmanuel; and Mujawamariya, both convicted of issuing bad cheques.

According to court rulings prior to the pardon, Mete had been sentenced to one year in prison and a fine of 1 million Rwandan francs. Kanamugire was fined 154.8 million francs, while Mujawamariya was fined 84 million francs. Lt Col (Rtd) Nkusi had been sentenced to one year and six months in prison plus a fine of 1 million francs for complicity in misuse of public resources.

Brig Gen (Rtd) Muziraguharara had also been convicted of complicity in the misuse of public funds and failure to report a serious crime, receiving a one-year prison sentence.

Brig Gen (Rtd) Muziraguharara has had a long military and intelligence career. He served in various roles including Head of Research (1998–2000), Commandant of Studies at the Gako Military Academy (2005–2006), and Director of Operations in the Rwanda Defence Force (2007–2008). He later served in a United Nations peacekeeping mission in Darfur, Sudan, as a planning officer.

He also held positions as RDF Director of Plans (2010–2012), Rwanda’s representative to the International Conference on the Great Lakes Region (ICGLR), and Director General for Administration and Finance at the National Intelligence and Security Service (NISS) from 2013 to 2018.

In July 2025, Brig Gen (Rtd) Muziraguharara and more than 1,000 other soldiers were retired from active military service.

The pardon reflects the use of presidential prerogative powers to grant clemency in selected cases.
