President Kagame Named Honorary Chancellor as Rwanda Launches National Defence University
President Paul Kagame has been designated as the Honorary Chancellor of the newly established National Defence University Rwanda (NDU-R), following the publication of the law creating the institution on April 10, 2026.
The new university consolidates various military, police, and intelligence training institutions into a single center of excellence aimed at strengthening Rwanda’s capacity in national security, leadership, and strategic studies. It operates under the joint supervision of the Ministry of Defence and the Ministry of Education, with its headquarters in Kigali, though it may be relocated elsewhere in the country if necessary.
NDU-R is made up of several constituent colleges, including the National Defence College-Rwanda, Defence College of Health Sciences, Defence Institute of Sciences and Technology, and the Institute for Defence and Strategic Studies, all based in Kigali.
Additional institutions include the National Intelligence Academy and the Rwanda Military Academy located in Bugesera District, as well as the Rwanda Defence Force Command and Staff College and the National Police College in Musanze District.
The university’s primary mission is to deliver high-level education, training, and research for personnel in Rwanda’s security organs, senior government leaders involved in national security, and international partners. It aims to enhance strategic thinking and professional expertise through advanced academic programs.
As Honorary Chancellor, President Kagame will provide overarching guidance to ensure the university achieves its objectives. He will also preside over major ceremonies, including graduations and the awarding of degrees, distinctions, and honorary recognitions, or appoint a representative to do so.
The governance structure of NDU-R includes an Honorary Leadership, a Governing Council, an Executive Organ, an Academic Organ, and a Senior Management Committee. The Governing Council is composed of seven members appointed by presidential order, selected for their expertise in fields such as security, higher education, research, and innovation. At least 30% of its members must be women, with most serving a four-year term.
The university’s day-to-day operations will be managed by the Executive Organ, led by a Vice Chancellor and supported by deputy vice chancellors in charge of academic affairs and research, as well as planning, administration, and finance. Their mandates last five years and may be renewed once, with a requirement that at least 30% of the leadership be female.
NDU-R also features an Academic Organ responsible for overseeing teaching, research, and quality assurance across its colleges. It includes academic leaders, faculty representatives, and student representatives, ensuring inclusive governance and academic excellence.
The establishment of NDU-R marks a significant milestone in Rwanda’s efforts to modernize and integrate its security education system, positioning the country to better respond to evolving national and global security challenges through knowledge, innovation, and leadership development.
