President Kagame tells Rwandans that no one has the right over them

President Paul Kagame, Commander-in-Chief of the Rwanda Defence Force (RDF), told Rwandans that no one has the right over them, and that they should determine their own destiny.


He delivered this message to over 6,000 military course graduates, including officers and other ranks from the RDF, the Rwanda National Police (RNP), and the Rwanda Correctional Service (RCS). The ceremony took place at the Gabiro Basic Military Training Center in Gatsibo District on Monday, August 25, 2025.

President Kagame noted that Rwanda’s history has taught its people harsh lessons, including pain and difficult times, but the country will never fade. He said:

“The one who created Rwanda and Rwandans may exist, but whatever he is, I know he is not a human like us. Whether he comes from rich countries or distant lands, he too was created as we were.”

He added that no one has the right to disrespect Rwandans:

“Some try to act as though they created others, but that is not true. If anyone created others, those they created are elsewhere, not in Rwanda. We determine our own path. Assistance we receive should complement what we already possess. You may appreciate whoever provides help, but that does not give them the right to think they created you. It does not take away your inherent rights.”

President Kagame emphasized that while Rwandans can be grateful to those who help them, it does not give anyone the right to act as their creator. He further noted that Rwandans, especially those in the military, carry important responsibilities:

“Every Rwandan has responsibilities; the RDF has the duty to protect Rwandans and safeguard Rwanda’s sovereignty.”

He also highlighted that Rwanda will not fade even in the face of challenges and difficult times, urging citizens to continue choosing what benefits them and to defend their natural rights:

“Be who you are, a Rwandan born in Rwanda.”

President Kagame concluded by praising Rwanda’s security institutions for their continued dedication in safeguarding the country, noting that their efforts ensure peace and security across the nation.
