Dr. Justin Nsengiyumva Appointed as Rwanda’s New Prime Minister
President Paul Kagame has appointed Dr. Justin Nsengiyumva as Rwanda’s new Prime Minister, replacing Dr. Édouard Ngirente, who had served in the position since 2017.
The announcement was made on Wednesday, July 23, 2025 through an official statement from the Office of the Prime Minister. Prior to this appointment, Dr. Nsengiyumva served as the Deputy Governor of the National Bank of Rwanda, a role he assumed in February 2025.
Dr. Nsengiyumva brings over two decades of experience in economic policy and public administration. He has previously held key government positions including:
- Permanent Secretary in the Ministry of Education (until 2008),
- Minister of State in the Ministry of Trade and Industry,
- Senior Economic Adviser at the UK’s Office of Rail and Road,
- Deputy Chief Executive at Refugee Action, a UK-based humanitarian organization.
His career reflects a strong mix of domestic policy leadership and international development work.
Academic Qualifications
He holds a PhD in Economics from the University of Leicester in the United Kingdom, where his research focused on financial development, banking ownership, and foreign capital inflows in Africa. He also holds a Master’s degree in Economic Policy and Management from the University of Nairobi and a Bachelor’s degree in Commerce from the Catholic University of Eastern Africa.
This leadership change comes at a time when Rwanda is prioritizing rapid economic growth, digital transformation, and inclusive development. Observers see Dr. Nsengiyumva’s appointment as a move to strengthen the implementation of national development goals, particularly under Vision 2050.
