President Kagame Sends Special Message to Chad’s President Déby via Minister Nduhungirehe
Rwanda’s Minister of Foreign Affairs and International Cooperation, Ambassador Olivier Nduhungirehe, delivered a special message from President Paul Kagame to the President of the Republic of Chad, Maréchal Mahamat Idriss Déby Itno, as part of efforts to further strengthen the friendly ties and cooperation between the two countries.
The meeting took place on Wednesday, July 16, 2025, in the Chadian capital, Ndjamena. Minister Nduhungirehe is on an official working visit to Chad, which began on July 15, accompanied by Aimable Havugiyaremye, the Secretary General of Rwanda’s National Intelligence and Security Services (NISS).
Upon arrival, Minister Nduhungirehe was received by his Chadian counterpart, Dr. Abdoulaye Sabre Fadoul. Their discussions focused on key bilateral interests including regional security, trade, and economic integration.
Long-standing Partnership Grows Stronger
Rwanda and Chad have enjoyed a long-standing relationship marked by mutual respect and collaboration. When President Mahamat Déby assumed power following the death of his father, Maréchal Idriss Déby Itno, in 2021, he expressed his commitment to deepening ties with Rwanda. This commitment was reaffirmed when he sent his special envoy, Abdelkerim Déby Itno who also heads the President’s Office to deliver a message to President Kagame.
In March 2022, President Mahamat paid a visit to Kigali, where he praised Rwanda’s solidarity during Chad’s difficult times, including terrorist attacks by Boko Haram and the turbulent period following his father’s death. During that visit, the two nations signed cooperation agreements in trade and investment.
During the latest meeting, President Mahamat Déby expressed gratitude to President Kagame for his exemplary leadership and Rwanda’s unwavering support. He acknowledged Rwanda’s progress as a model for post-conflict recovery, stability, and development in Africa.
“Chad is learning a great deal from Rwanda,” President Déby said. “We thank you, Your Excellency, for your leadership, not only at the national level but across Africa especially in pushing for reforms in the African Union and championing the African Continental Free Trade Area.”
Through Minister Nduhungirehe, President Kagame responded by emphasizing the need for joint action to address shared challenges and pledged Rwanda’s readiness to deepen cooperation with Chad.
“We must combine our strengths to tackle these challenges together. If you allow, Mr. President, Rwanda is ready to work more closely with Chad,” Kagame’s message read.
This visit and the high-level exchanges underscore a renewed momentum in Rwanda Chad relations, grounded in mutual trust, shared development goals, and strategic collaboration.
