President Kagame Chairs Cabinet Meeting that Approves Peace Agreement with DRC and Announces Leadership Changes

President Paul Kagame on Wednesday chaired an extraordinary Cabinet meeting held at Village Urugwiro, which approved a draft law ratifying the Peace Agreement between the Republic of Rwanda and the Democratic Republic of Congo (DRC). The meeting also confirmed several leadership appointments across various ministries and government agencies.


The Peace Agreement, signed on June 27, 2025, in Washington D.C., was brokered with the support of the United States of America and marks a significant step toward resolving long-standing security issues, particularly in Eastern DRC. It also aims to strengthen peace, stability, and regional cooperation in the Great Lakes Region.

The Cabinet communique emphasized Rwanda’s continued commitment to implementing the Agreement, stating: “Rwanda reaffirmed its commitment to implementing this Agreement and awaits the outcome of the Doha negotiations led by the State of Qatar in collaboration with the African Union (AU).”

New Leadership Appointments

The Cabinet also approved several new appointments to key government positions, including both diplomatic and administrative roles.

In Diplomacy:

Ambassador Vincent Karega was appointed Rwanda’s Ambassador to the People’s Democratic Republic of Algeria. He previously served as Rwanda’s Special Envoy to the Great Lakes Region.

Innocent Muhizi, former CEO of the Rwanda Information Society Authority (RISA), was appointed Rwanda’s Ambassador to the Republic of Singapore, replacing Amb. Jean de Dieu Uwihanganye.

In Various Ministries:

Ministry of Health:

Dr. Muhammed Semakula was appointed Permanent Secretary.

Sophie Nzabananimana was appointed Director General of Administration and Finance.

Ministry of Infrastructure:

Gisèle Umuhumuza was appointed Permanent Secretary.

Canoth Manishimwe was appointed Director General of Administration and Finance.

Ministry of Environment:

Fidèle Bingwa was appointed Permanent Secretary.

Ministry of Sports:

Candy Basomingera, formerly Deputy CEO of the Rwanda Convention Bureau, was appointed Permanent Secretary.

Ministry in charge of Emergency Management:

Aristarque Ngoga was appointed Permanent Secretary.

Office of the Prosecutor General:

Prudence Biraboneye was appointed Secretary General.

Changes in Government Agencies

  • Dr. Asaph Kabaasha was appointed Director General of the Water and Sanitation Corporation (WASAC).
  • Hortense Mudenge was appointed Director General of the Kigali International Financial Centre (KIFC).

National Commission for Demobilization and Reintegration

Leadership changes were also approved within theNational Commission for Demobilization and Reintegration of Ex-Combatants:

Valerie Nyirahabineza retained her role as Chairperson of the Commission.

Maj Gen (Rtd) Jacques Nziza was appointed Vice Chairperson.

New Commissioners appointed include:

  • Dancille Nyirarugero
  • Jacqueline Muhongayire
  • Jean Marie Vianney Gatabazi, a former Minister of Local Government.

Change in Parliamentary Administration

The Cabinet appointed a new Secretary General of the Chamber of Deputies, replacing Amb. Jeanine Kambanda, who was appointed Secretary General of the National Commission for Human Rights.
