"These Defense Measures Will Remain in Place as Long as the FDLR Exists" Minister Nduhungirehe

The Minister of Foreign Affairs and International Cooperation, Olivier Nduhungirehe, addressed members of the National Consultative Forum of Political Organisations (NFPO) on the state of Rwanda’s international relations during the Forum’s General Assembly held at its headquarters in Kacyiru.


Minister Nduhungirehe noted that Rwanda’s international relations are strong, largely due to President Kagame’s effective leadership and the country’s notable development achievements. Highlighting Rwanda’s growing diplomatic presence, he said the country now has 47 embassies abroad, including 10 opened since 2019.

Turning to regional security, the Minister expressed concern over ongoing instability in eastern Democratic Republic of Congo (DRC). He said that DRC continues to violate peace agreements meant to resolve insecurity in the region, including employing Colombian mercenaries. He also highlighted the increasing use of rhetoric inciting hatred and violence against Banyamulenge and Tutsi communities.

"Nothing has changed in the DRC; it is as if they never signed the peace agreements," he said, emphasizing the persistent threat posed by armed groups.

Minister Nduhungirehe also raised concerns about the role of the United Nations, noting that despite its presence during the 1994 genocide, the organization failed to prevent the atrocities and continues to cooperate with perpetrators, including members of the FDLR, a group sanctioned as a terrorist organization.

On the recent European Parliament resolution calling for the release of Victoire Ingabire, Minister Nduhungirehe described it as disrespectful and politically motivated.

"Do they want Rwanda to be defenseless? Rwanda is a country under threat, foreigners know this, and we have provided them with evidence. These defense measures will remain in place as long as the FDLR exists," he stressed, underlining that national security cannot be compromised.

The Secretary General of the Rwandan Patriotic Front (RPF-Inkotanyi), Gasamagera Wellars, also strongly rejected the resolution, saying it undermines Rwanda’s sovereignty and national unity.

"It is not only disrespectful, it is like treating Rwanda as if it were your province. We all know what happened, we know this woman’s conduct, how she asked for forgiveness, and how she was pardoned on condition that she would not return to such activities. This shows she had people backing her. We uphold national unity as a fundamental principle non-negotiable, untouchable, and not subject to trade-offs," he said.

Both leaders emphasized that Rwanda remains committed to safeguarding its sovereignty, ensuring justice, and defending national unity against external interference.
