Rwanda and Cambodia Sign New Agreements to Boost Bilateral Cooperation

Rwanda and the Kingdom of Cambodia have strengthened their bilateral relations after signing two key cooperation agreements one establishing a mechanism for regular political consultations and another granting mutual visa exemptions for holders of diplomatic and service passports.


The agreements were concluded on Tuesday, 18 November 2025, during a meeting between Rwanda’s Minister of Foreign Affairs and International Cooperation, Amb. Olivier Nduhungirehe, and Cambodia’s Deputy Prime Minister and Minister of Foreign Affairs, Prak Sokhonn, who is in Kigali for the 46th Ministerial Conference of La Francophonie (CMF46).

Rwanda has maintained diplomatic representation in Cambodia since March 2024, when Ambassador Nkubito Manzi Bakuramutsa presented his credentials in Phnom Penh. Officials say the newly signed agreements will open additional pathways for deeper collaboration in several areas of mutual interest.

On the same day, Minister Nduhungirehe held talks with Armenia’s Minister of Foreign Affairs, Robert Abisoghomonyan, a meeting that concluded with the signing of another cooperation agreement aimed at expanding diplomatic and sectoral ties between Rwanda and Armenia.

Diplomatic relations between the two nations were established on 29 March 2024, laying the groundwork for expanding partnerships in governance, innovation, and cultural cooperation. Engagement between the two countries has grown notably this year.

Rwanda and Armenia have also agreed to step up cooperation in genocide remembrance and prevention, drawing from shared historical experiences and building partnerships between memorial institutions in both countries.
