Gen. (Rtd) James Kabarebe Returns to Presidency in Key Security Role
Gen. (Rtd) James Kabarebe has been appointed Senior Security Adviser in the Office of the President, a move that reinforces Rwanda’s strategy to strengthen both national and regional security at a time when the East African region continues to face heightened instability.

The appointment reflects the government’s renewed confidence in Gen. Kabarebe, whose three decades of service in security and governance have positioned him among the country’s most experienced leaders.
Before this appointment, Gen. Kabarebe served as Minister of State in charge of Regional Cooperation in the Ministry of Foreign Affairs, a role he took on in September 2023. He is widely known for having served as Chief of Defence Staff of the Rwanda Defence Force from 2002 to 2010, the longest tenure in that position. After retiring from active military duty with the rank of Four-Star General, he became Security Adviser to the President.
His new responsibilities underscore Rwanda’s intention to reinforce internal security, remain actively engaged in regional stability efforts, and draw on experienced leadership to safeguard national interests.
President Paul Kagame also made adjustments within the Government, including appointing Dr. Telesphore Ndabamenye as Minister of Agriculture and Animal Resources and Dr. Usta Kayitesi as Minister of State in the Ministry of Foreign Affairs, replacing Gen. Kabarebe. The changes were announced in a communiqué issued by the Office of the Prime Minister on December 1, 2025.
Additional appointments include Dr. Solange Uwituze as Minister of State in MINAGRI and Dr. Charles Muligande as a Senator, taking over the seat formerly occupied by Dr. Kayitesi, who has moved to Foreign Affairs. These appointments reflect ongoing efforts to strengthen leadership across key sectors of governance.
