On Sunday, November 23, 2025, Kenya’s President William Ruto and Uganda’s President Kaguta Museveni jointly broke ground for the US$500 million Devki steel rolling mill in Tororo, a milestone in East Africa’s industrial development and regional cooperation.


The plant, developed by Devki Group, is expected to produce 1 million tonnes of steel annually and will directly employ 15,000 Ugandans, with thousands more benefiting indirectly in supporting industries. Its output will serve both domestic needs and exports to neighboring countries including Kenya, Tanzania, Rwanda, South Sudan, and the DRC.

Uganda’s abundant iron ore deposits, estimated at over 500 million tonnes, make Tororo a strategic site for the facility. The project aligns with Uganda’s industrialization goals by adding value to natural resources and reducing reliance on imported steel.

Speaking at the ceremony, President Ruto called the project “a bold new chapter in Africa’s industrialization ambitions,” emphasizing regional cooperation and shared infrastructure within the East African Community.

President Museveni highlighted the plant’s role in Uganda’s economic growth, noting that it will help reduce import dependence and generate significant employment and development opportunities.

Devki Group’s chairman, Dr. Narendra Raval, expressed confidence that the Tororo plant will position Uganda as a key steel producer for the region, praising the vision and commitment of both governments.

The Tororo steel plant is widely seen as a transformative investment, combining political support, private enterprise, and natural resources to strengthen East Africa’s industrial and economic future.
