The Republic of Rwanda and the Federal Republic of Somalia have signed a General Cooperation Agreement aimed at strengthening their bilateral relations and expanding collaboration across multiple sectors.


The agreement was signed on October 27, 2025, in Kigali, during the official visit of H.E. Abdisalam Abdi Ali, Somalia’s Minister of Foreign Affairs and International Cooperation, who was received by his Rwandan counterpart, Amb. Olivier Nduhungirehe.

The two Ministers reaffirmed the strong ties between their nations, grounded in mutual respect, shared aspirations, and a spirit of Pan-African solidarity. They noted that the visit marks a new chapter in the deepening of relations between Rwanda and Somalia.

The General Cooperation Agreement sets the foundation for enhanced collaboration in key areas including political consultations, investment promotion, police, defence, justice, education, agriculture, ICT, and mutual legal assistance. To ensure its effective implementation, both sides agreed to establish a Joint Permanent Commission (JPC) that will oversee progress and identify additional areas of partnership.

The Ministers also discussed ongoing peace processes in Doha and Washington regarding the conflict in Eastern DRC. Rwanda commended Somalia’s constructive role at the United Nations Security Council, particularly within the A3+ Group, for advancing Africa’s interests.

Both countries further committed to strengthening cooperation and coordination within international and multilateral fora to promote shared goals and achieve mutually beneficial outcomes.
