President Kagame Appoints New Leaders in Key Government Positions
President Paul Kagame has appointed new leaders to key government positions, drawing on individuals’ current roles and professional experience in public service.
In the Ministry of Agriculture and Animal Resources, Dr. Telesphore Ndabamenye has been appointed Minister. He previously served as State Minister in the same ministry and as Director General of the Rwanda Agriculture and Animal Resources Development Board (RAB), overseeing agricultural programs, livestock development, and farmer support services.
Dr. Solange Uwituze has been appointed State Minister. Prior to this appointment, she served as Acting Director General for Animal Resources at RAB, managing operational programs related to livestock and agricultural development.
In the Ministry of Foreign Affairs and International Cooperation, Dr. Usta Kayitesi has been appointed State Minister in charge of Cooperation. She previously served as a Senator and led the Rwanda Governance Board, gaining experience in policy oversight, governance, and institutional coordination.
Gen (Rtd) James Kabarebe, who had served as State Minister for Regional Cooperation in the Ministry of Foreign Affairs and International Cooperation, has been appointed Senior Advisor to the President on Defense and Security.
Dr. Charles Murigande, a seasoned diplomat and former minister in multiple portfolios including Foreign Affairs and Education, has been appointed Senator, bringing extensive experience in public service and governance to the upper chamber of Parliament.
These appointments reflect a reallocation of experienced public officials, based on their current roles and institutional expertise, to fill key positions in the government.
