Bicycles not classified as public transport – Minister Gasore
On September 9, 2025 – In the Plenary Session of the Chamber of Deputies, Minister of Infrastructure, Dr. Jimmy Gasore, told lawmakers that Rwanda’s road use law needs reforms to align with modern realities, with a particular focus on technological innovations.
He made the remarks during the Plenary Session of the Chamber of Deputies while Parliament examined the draft law on road use, which seeks to replace legislation that has been in force for 38 years. The draft introduces reforms aimed at improving road safety, reducing accidents and fatalities, and promoting transparency and accountability.
Dr. Gasore emphasized that bicycles are part of the country’s vision for recreation and public health, and should not be considered a form of public transport. Local authorities will continue to manage bicycle regulations, such as designated areas, helmet requirements, and lights at night. He said:
“Bicycles represent a national vision for recreation and public health, and should not be treated as public transport. That is why we have not included them in the new law.”
He further explained the national perspective on bicycles, highlighting the focus on promoting sport and reducing vehicle use, while providing guidance to ensure cyclist safety. He added:
“However, from a national perspective, bicycles should not be used as a means of public transport. Instead, the focus is on promoting sport, encouraging people to reduce vehicle use, and providing guidance on safe cycling hours and areas, to help reduce accidents.”
