Romeo Ngarambe Appointed CEO of Rwanda’s Capital Market Authority

Romeo Ngarambe has been named the new Chief Executive Officer of Rwanda’s Capital Market Authority (CMA), stepping into the role at a time when the institution is intensifying efforts to strengthen the country’s financial markets and expand sustainable investment opportunities.


His appointment comes as the regulator continues implementing strategic initiatives to build a resilient, transparent, and inclusive capital market that significantly contributes to Rwanda’s economic growth, bringing to a close the brief interim tenure of Eric Karekezi Ngabonziza, who had served as acting CEO since January 7 following the departure of Botswana’s Thapelo Tseole.

Marc Holtzman, Chairperson of the CMA Board, praised Ngarambe’s extensive professional background, noting that he brings more than 13 years of international leadership experience in finance and investment.

He highlighted Ngarambe’s proven expertise in business development, capital markets operations, and financial advisory services for global institutions, as well as his track record in strategic planning, corporate governance, and performance management aligned with institutional objectives and regulatory standards.

Before joining CMA, Ngarambe held senior leadership roles in global finance, including at Corning Inc., where he oversaw budgeting, financial forecasting, reporting, investment analysis, and the execution of governance strategies across various operations.

He also served as a Senior Business Risk Consultant at Deloitte & Touche LLP, leading assignments related to capital markets and advisory services such as due diligence, credit and financial analysis, and investor protection initiatives.

Academically, Ngarambe holds a Master of Science degree in Accounting from Binghamton University and a Bachelor of Science in Business Administration from Toccoa Falls College. He is also a certified Project Management Professional (PMP).

The Capital Market Authority is mandated to develop, supervise, and regulate Rwanda’s capital markets to ensure transparency, integrity, and investor confidence. It also plays a key role in safeguarding investors particularly small investors against fraud, malpractice, and other risks that could lead to financial losses.
