Rwanda Moves to Safeguard Artists’ Work Through New Royalty Guidelines

On Tuesday, key Rwandan institutions, including the Ministry of Youth and Arts, the Rwanda Development Board, the Ministry of Trade and Industry, and other relevant agencies, held a consultative meeting with artists and media representatives on the draft Ministerial Order concerning the collection and distribution of royalties from the use of creative works.


The Minister of Youth and Arts, Jean Abdallah Utumatwishima thanked artists and journalists for their constructive feedback aimed at refining the order. He also encouraged continued collaboration and adherence to its provisions, which are intended to promote artists’ work and protect their intellectual property rights.

State Minister, Xandrine Umutoni, reminded artists of the benefits of registering their works, emphasizing that registration protects them from misuse by others and provides a reliable source of income, as creators are compensated whenever their works are used.

Representatives from artists’ organizations, as well as radio and television media, welcomed the draft order, noting its potential to strengthen Rwanda’s creative sector. They pledged to actively promote the order and ensure its proper implementation.

This initiative reflects Rwanda’s commitment to formalizing and professionalizing the creative industry while safeguarding the rights and livelihoods of artists across the country.
