“Our Rwanda in That Darkness Glows” – President Kagame
At Kigali Golf Resort, President Paul Kagame chaired the Presidential Advisory Council (PAC) on Tuesday, October 14, 2025. The PAC brings together Rwandan and international experts to exchange ideas and advice on Rwanda’s development.
President Kagame highlighted Rwanda’s enduring resilience, noting that the country continues to rise from its darkest moments and shine as a source of hope for Africa and the world.
Reflecting on Rwanda’s history, he emphasized the lessons learned from the nation’s past and the ongoing need to persevere through external and internal challenges.
“In Rwanda, we survived, 31 years ago, our own tragedies, and we now have to survive many other things that come in from outside. But history has also taught us that even when there is darkness, whether in Rwanda, or in Africa, or in the whole world, some of these small places can glow and show some light.”
Addressing the nation’s path forward, President Kagame then underscored Rwanda’s determination to continue developing and transforming despite obstacles:
“We need to make sure we survive our own struggles and develop, and move where we want to be and where others are that have made it well before us. Changing this little place of ours is within our means to do so as we keep surviving the blows from the bigger guys.”
He stressed that Rwanda’s future depends on unity, determination, and a shared commitment to progress.
Established in September 2007, the Presidential Advisory Council meets twice a year and provides a platform for high-level dialogue between the President and experts from various sectors. Its members contribute to shaping policy, driving innovation, and advising on strategies to sustain Rwanda’s long-term development.
This year’s PAC session focused on fostering resilience amid regional instability, climate pressures, and global uncertainties, with discussions aimed at strengthening the nation’s capacity to maintain progress and achieve its development goals.
