Rwanda’s Senate Urges EU Parliament to Stop Interfering in National Affairs

On Monday, September 15, 2025, Rwanda’s Senate and Chamber of Deputies reviewed the European Parliament’s resolution of 11 September 2025 concerning Victoire Ingabire’s case. They said the resolution represents interference in the country’s governance and undermines Rwanda’s judicial independence and sovereignty.


The European Parliament resolution (2025/2861/RSP) called on Rwanda to immediately release Victoire Ingabire, who is under provisional detention, and to drop charges against her. The EU resolution suggested that Rwanda lacks political freedom and constraints on media and civil society.

Senate Vice President Nyirahabimana Solina said: “This resolution is interference in Rwanda’s governance, in a country that is sovereign and independent. It also constitutes interference in Rwanda’s judiciary, which is an independent institution.”

She added that the EU report contains misleading statements aimed at portraying Rwanda as a country without political freedom, media independence, or space for civil society organizations:

“It is clear that this report was designed to damage and create a negative image of our country internationally, while obstructing Rwanda’s interests and those of Rwandans in international relations and cooperation.”

Nyirahabimana emphasized that, as a body representing citizens’ interests, the Senate must carefully review the EU resolution because any attempt to harm Rwandans’ interests will not be tolerated.

Political Committees from both Chambers convened to make decisions on the report, which is scheduled to be released at 3:00 PM on Monday.

Senator Rugira Amandin said Rwanda should maintain relationships with other parliaments, but mechanisms must prevent repeated misrepresentations by the EU:

“Rwanda’s Parliament should not constantly respond to statements made by the European Parliament. Mechanisms must be put in place to protect the country’s sovereignty.”

Rwanda’s Parliament is preparing to respond appropriately to the European Parliament’s resolution on Victoire Ingabire, aiming to safeguard the country’s sovereignty and ensure that the interests of Rwandans are not undermined in international relations.
