The Minister of Local Government Habimana Dominique opened a briefing on the outcomes of the Second World Summit for Social Development, held in Doha, Qatar, in November 2025.

The Summit focused on strengthening multilateral cooperation to advance poverty eradication, decent work, social inclusion, and universal social protection.

In his remarks, the Minister commended Rwanda’s development partners for their contribution to social protection programmes, which helped reduce poverty from 39.8% in 2017 to 27.4% in 2024. He stressed, however, that eradicating extreme poverty by 2029 will require renewed commitment and collective action.

“These results matter, but they also remind us that our work is not finished. We must strengthen coordination mechanisms to achieve even greater impact,” he said.

Speaking on the Doha Declaration, the Minister highlighted Rwanda’s plans to align its social protection programmes with the Declaration by rethinking approaches, strengthening partnerships, and promoting a more integrated social protection system.

The briefing underscored a shared commitment to people-centred development, social justice, decent work, and inclusion placing citizens at the heart of policy, investment, and transformation to accelerate sustainable, resilient, and inclusive development for all in Rwanda.
