Ugandan President Yoweri Kaguta Museveni has dismissed claims by opposition leader Robert Kyagulanyi, popularly known as Bobi Wine, arguing that Uganda’s security forces cannot be overpowered and warning citizens against being drawn into unrest ahead of the presidential elections.

President Museveni made the remarks on the night of December 17, 2025, while addressing the nation from Kisozi at his country home. The address was broadcast on Uganda Broadcasting Corporation (UBC) television and several radio stations across the country.

The President was responding to Kyagulanyi’s recent assertions that soldiers and police officers are outnumbered by protesters. Museveni rejected the argument, emphasizing that national security is based on preparedness, discipline, and capacity rather than numerical strength.

“I’ve heard Kyagulanyi claim that soldiers and police are few while rioters are many. I advise you not to believe him,” Museveni said. “Every soldier and police officer is armed, each with a gun and 120 bullets. Before you are misled by numbers, first calculate the total bullets per gun.”

President Museveni urged Ugandans to pursue their political ambitions through lawful and peaceful means, particularly by participating in elections, warning that any attempt to destabilize the country would not be tolerated.

He also revisited allegations related to the 2021 general elections, accusing the opposition of electoral malpractice.

“In the 2021 elections, the opposition printed one million fake ballot papers from Nkuruma Road, imported 1.7 million fake ballots from Dubai, and cheated with 2.7 million votes in Kampala,” Museveni said.

His comments come amid heightened tensions at Bobi Wine’s campaign activities, where clashes and disorder have been reported in several parts of the country, prompting security agencies to intervene to maintain calm.

Uganda is scheduled to hold presidential elections on January 15, 2026. Museveni, who has been in power for nearly four decades, remains a key political figure and continues to call for peace, stability, and national unity.
