Bertrand Bisimwa Accuses Tshisekedi Regime of Violating Ceasefire in Walikale Airstrikes
AFC/M23 deputy coordinator Bertrand Bisimwa accuses President Félix Tshisekedi’s government of launching airstrikes on Mpeti and Buhaya in Walikale, allegedly breaching the October 18, 2025 ceasefire. The incident underscores growing mistrust toward Kinshasa’s contradictory peace rhetoric.
A message posted on X by Bertrand Bisimwa, the deputy coordinator of the Alliance Fleuve Congo/M23 (AFC/M23), reads like a sharp indictment of President Félix Tshisekedi’s government.
According to his statement, the localities of Mpeti and Buhaya, in Walikale territory, were reportedly targeted on the evening of October 18, 2025, by airstrikes carried out by two Sukhoi fighter jets belonging to the Kinshasa regime’s military coalition. These attacks, which occurred around 5:00 p.m., allegedly caused significant collateral damage, marking a blatant violation of the ongoing ceasefire.
This tragic episode once again highlights the recurring contradictions in the governance of Kinshasa proclaiming peace while fanning the flames of war, signing peace accords only to trample on them later. Over time, President Tshisekedi has acquired a damaging reputation as a leader engaged in strategic duplicity: saying one thing and doing another, promising today only to renege tomorrow. Such dangerous maneuvering not only undermines regional and international confidence but also radicalizes actors on the ground.
In a security environment as volatile as eastern Congo’s, every broken promise, every act of concealment, and every military operation disguised as a defensive stance heightens the risk of widespread conflict. By using diplomatic language as a tactical weapon, the Kinshasa government risks reaping only mistrust, isolation, and ultimately, the very destabilization it claims to prevent.
War does not always erupt through open clashes it often germinates in deceitful silences, betrayed agreements, and broken promises. It is precisely this perilous ground that the Congolese regime appears to be cultivating, methodically, under the watch of an increasingly weary international community.
