President Kagame Meets New Prime Minister Dr. Justin Nsengiyumva
President Paul Kagame on Thursday received Rwanda’s new Prime Minister, Dr. Justin Nsengiyumva, for high-level discussions focused on key national priorities and the country’s governance agenda.
The meeting took place at Village Urugwiro, just a day after Dr. Nsengiyumva was appointed to the position on July 23, 2025, replacing Dr. Edouard Ngirente, who had served as Prime Minister for seven years and ten months.
According to a statement from the Office of the President, the meeting focused on matters critical to the country's future, including national development programs and Rwanda’s long-term governance vision.
Constitutional Guidelines on Appointment and Government Resignation
Under Article 116 of Rwanda’s Constitution, the Prime Minister is appointed and removed by the President of the Republic. Cabinet members, including Ministers and State Ministers, are also appointed by the President, following consultation with the Prime Minister.
The appointment of a new Prime Minister automatically triggers the provisions of Article 124, which states that if the Prime Minister resigns or leaves office for any reason, the entire government is considered to have resigned. However, the outgoing government continues handling day-to-day affairs, but without the authority to make critical decisions, until a new government is appointed.
The same article mandates that it is the outgoing Prime Minister's responsibility to formally submit the government’s resignation to the President. Afterward, the President must form a new government that respects constitutional principles, including power-sharing, political party representation based on parliamentary election results, and merit-based appointments.
Once the new Prime Minister is sworn in, the rest of the cabinet members must also take the oath of office before assuming their duties.
With his official appointment on July 23, Dr. Nsengiyumva now takes on the responsibility of supporting the Head of State in implementing government policies and accelerating national development goals.
A new cabinet is expected to be unveiled soon, guided by principles of inclusivity, political balance, and professional competence.
