President Kagame Lands in Washington for Rwanda–DRC Peace Deal Signing
President Paul Kagame has arrived in Washington, D.C., where he is set to join his Congolese counterpart, President Felix Antoine Tshisekedi Tshilombo, for the signing of a landmark peace and economic cooperation accord between Rwanda and the Democratic Republic of Congo (DRC).
The highly anticipated ceremony is scheduled for Thursday, December 4, 2025, at the White House.
According to officials in Washington, the signing will take place under the auspices of U.S. President Donald Trump, marking one of the most significant diplomatic engagements between the two neighboring countries in recent years.
These agreements are designed to strengthen bilateral diplomacy, address root causes of insecurity, and lay the foundation for lasting stability across the Great Lakes Region.
RDC Presidential Spokesperson Tina Salama stated that Kinshasa expects the signing to give new momentum to regional reconciliation, echoing President Tshisekedi’s long-held objective of normalizing relations with neighboring countries.
Rwanda has consistently stressed that its security is threatened by the FDLR, a genocidal militia operating from eastern DRC and accused of collaborating with FARDC forces. Speaking to journalists recently, President Kagame expressed confidence in diplomatic engagement but criticized recurring delays by Congolese authorities in implementing previous commitments.
He emphasized that sustainable peace will only be possible if all actors demonstrate genuine political will and focus on achieving concrete progress rather than assigning blame.
Meanwhile, in Qatar, a separate negotiation track continues between the DRC government and the AFC/M23 movement, composed of Congolese nationals seeking political and security reforms. On November 15, both parties signed the Doha Principles, which build on earlier agreements aimed at stabilizing eastern Congo.
President Kagame’s arrival in Washington marks a decisive moment in efforts to reshape Rwanda–DRC relations and chart a more peaceful future for the region.
