Rwanda, EU and Partners Launch Major Project to Boost Refugee Self-Reliance

Rwanda marked a significant step toward enhancing refugee self-reliance with the signing of an agreement formalising the Joint Refugee Socio-Economic Graduation and Livelihood Opportunities in Rwanda project.


The ceremony  Held on 19 November 2025, was overseen by the Minister in charge of Emergency Management, Maj. Gen. (Rtd) Albert Murasira, and attended by representatives from the European Union, the Rwanda Directorate General of Immigration and Emigration (DGIE), and the World Food Programme.

The three-year project aims to support 3,200 refugee families and 800 families from host communities, providing them with skills, tools, and opportunities to improve their livelihoods. By focusing on economic empowerment, the initiative seeks to help families meet their basic needs independently while fostering social cohesion between refugees and their host communities.

This initiative is part of the Refugee Sustainable Graduation Strategy (2025–2030), a national framework guiding refugees from dependency on humanitarian assistance toward sustainable and dignified livelihoods. The strategy targets 50% of refugee households transitioning to self-reliance by 2030, contributing to Rwanda’s broader goal of inclusive socio-economic development.

Backed by a 10 million Euro contribution from the European Union, the project reinforces long-term collaboration between Rwanda and international partners in creating sustainable solutions for displaced populations.

It is expected that the program will not only benefit individual households but also stimulate local economies and strengthen the overall integration of refugees within communities, setting an example for regional cooperation.

The project highlights Rwanda’s commitment to combining humanitarian support with development-oriented approaches, ensuring that aid translates into lasting improvements in the lives of refugees and the communities that host them.
