REMA Announces Start Date for Vehicle Emissions Testing
On 25th August 2025, Rwanda’s Environment Management Authority (REMA) will officially begin testing vehicle emissions as part of a campaign to combat air pollution.
In a statement released on 19th August 2025, REMA said, “All vehicles using petrol, diesel, or hybrid fuel-electric systems will be tested for emissions.” The agency added that vehicle owners will schedule their inspections through the Irembo platform and pay the fees for both mechanical inspection and emissions testing.
The decision to introduce emissions testing follows air quality measurements showing dangerously high levels of pollution in Rwanda, which adversely affect human health, particularly causing respiratory illnesses. Respiratory diseases linked to air pollution rank second among causes of death in the country. Rwanda’s air pollution levels are five times higher than the limits set by the World Health Organization (WHO).
REMA noted that Rwanda’s air contains PM2.5 particulate matter. These microscopic particles, largely emitted by vehicles, are invisible to the naked eye. When inhaled, PM2.5 can penetrate the lungs and bloodstream, causing respiratory and cardiovascular diseases.
Testing will be conducted as part of the regular Contrôle technique inspections, with the police continuing vehicle monitoring. REMA will also conduct emissions checks at designated locations.
Statistics indicate that motorcycles alone account for 47% of vehicles emitting harmful pollutants, prompting measures to encourage the use of electric motorcycles instead of petrol-powered ones.
Inspection Fees:
- Motorcycles: 16,638 Rwf; if a motorcycle fails due to excessive emissions, a re-test within two weeks costs 8,319 Rwf.
- Passenger vehicles under 3.5 tons with up to eight seats: 34,940 Rwf.
REMA’s initiative is expected to reduce air pollution, improve public health, and protect Rwanda’s environment, marking a significant step forward in addressing the country’s air quality challenges.
