President Kagame receives Central African Republic President Faustin-Archange Touadéra

On the evening of Sunday, November 23, 2025, President Paul Kagame received Central African Republic President Faustin-Archange Touadéra in Kigali, where he is undertaking a two-day working visit.


President Touadéra arrived in Rwanda earlier in the day and was welcomed by the Minister of Internal Security, Dr. Vincent Biruta, before meeting President Kagame at Village Urugwiro.

The two Heads of State held discussions aimed at consolidating existing cooperation between Kigali and Bangui, including Rwanda’s continued support to the Central African Republic through Rwanda Defence Force troops deployed under a bilateral military agreement, as well as those serving in the UN peacekeeping mission (MINUSCA).

They also explored new opportunities to expand collaboration across sectors such as security, trade, good governance, and development initiatives that benefit citizens of both countries.

Rwanda and the Central African Republic share a longstanding partnership rooted in security cooperation. Rwandan troops first deployed to the CAR in 2014 to help restore stability following years of conflict, later integrating into the UN’s MINUSCA mission. Beyond peacekeeping, Rwanda has supported the country in training its armed forces, with the third cohort of 438 CAR soldiers completing military courses in March 2025.

In February 2025, the two countries signed a new security cooperation agreement, marking another milestone in their growing bilateral relationship.

President Touadéra’s visit comes as the Central African Republic prepares for presidential elections scheduled for December 2025, in which he has announced his candidacy for another term.

The Kigali talks mark an important step toward deepening strategic cooperation and reinforcing the strong ties between the two nations.
