DRC Government and AFC/M23 sign mandate in Doha to strengthen ceasefire process
The Government of the Democratic Republic of the Congo (DRC) and the Alliance Fleuve Congo / March 23 Movement (AFC/M23) have signed in Doha a mandate arising from the International Conference on the Great Lakes Region (ICGLR), marking a significant step toward consolidating the ceasefire and advancing the peace process in eastern DRC.
The signing followed a meeting of the Ceasefire Monitoring and Verification Mechanism between the two parties, convened by the State of Qatar as part of its ongoing efforts to support the resolution of the conflict in eastern Congo.
Both sides reaffirmed their commitment to the ceasefire and to the Doha Framework Agreement for Peace, signed on November 15, 2025. They also reiterated their determination to implement, in good faith, all obligations outlined in the agreement in order to support sustainable peace.
The meeting was attended by members of the monitoring mechanism, with the United States and the African Union participating as observers. The Republic of Togo took part in its capacity as the African Union–designated mediator, alongside the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and the International Conference on the Great Lakes Region.
Their Discussions focused on the evolving security situation, particularly current challenges and future prospects. Participants emphasized the need to implement concrete measures to strengthen monitoring, verification, and information-sharing in support of the peace process.
The members reviewed MONUSCO and ICGLR plans for the implementation of the mechanism and reaffirmed their commitment to supporting and facilitating their work to ensure mission success. MONUSCO was also tasked with deploying its first monitoring mission to the city of Uvira in the coming days to oversee the ceasefire, while necessary communication channels were established to facilitate its operations.
Based on these discussions, the members agreed on next steps aimed at enhancing the effectiveness of the mechanism and ensuring the continuation of regular meetings within its framework.
