Rwanda and Morocco Sign New Cooperation Agreement on Prison Management and Rehabilitation
The Rwanda Correctional Service (RCS) and Morocco’s General Delegation for Prison Administration and Reintegration (DGAPR) have signed a cooperation agreement aimed at strengthening collaboration in prison management and inmate rehabilitation.
The agreement was signed by RCS Commissioner General, CG Evariste Murenzi, and DG Mohamed Salah Tamek of Morocco, marking another milestone in the bilateral partnership that began in 2016 through agreements in trade, investment, and other sectors of cooperation.
According to RCS Spokesperson CSP Hillary Sengabo, the agreement will reinforce ongoing collaboration and focus on staff training, capacity building, security management in prisons, and knowledge exchange on reintegration programs for inmates preparing to return to society.
“This is a valuable opportunity to share experiences in correctional governance and to strengthen programs that prepare inmates for reintegration into community life,” CSP Sengabo said.
Rwanda has already established comprehensive correctional programs, including vocational training for inmates, reintegration support, and family reunification initiatives. The new agreement is expected to enhance these efforts by drawing on Morocco’s experience in modern prison administration.
Mohamed Salah Tamek praised Rwanda for advancing rehabilitation-oriented correctional policies, noting that the partnership will help both countries share best practices, particularly in projects supporting released prisoners to successfully reintegrate without falling back into crime.
For his part, CG Murenzi emphasized that the agreement demonstrates the shared commitment of Rwanda and Morocco to promote modern prison governance centered on rehabilitation and the well-being of inmates, rather than punishment alone.
