President Ruto Signs Key Bills on Gambling Regulation and Roads Management into Law
President William Ruto has officially signed into law two important pieces of legislation: the Gambling Control Bill, 2023, and the Kenya Roads (Amendment) (No.2) Bill, 2025.
The Gambling Control Act introduces a structured legal framework to govern all gambling-related activities in Kenya, including betting, casinos, public lotteries, prize competitions, and promotional games by media outlets. A major highlight of the new law is the creation of the Gambling Regulatory Authority of Kenya, which will be tasked with issuing licenses and overseeing operations within the sector.
In a shift towards more inclusive governance, the law recognizes gambling as a shared responsibility between the national and county governments, thereby enabling joint regulatory efforts at both levels.
Meanwhile, the amended Kenya Roads Act is designed to harmonize the leadership tenure of key roads agencies with the Mwongozo Code of Governance for State Corporations. The law now stipulates that Directors-General of the Kenya Rural Roads Authority (KeRRA), Kenya Urban Roads Authority (KURA), Kenya National Highways Authority (KeNHA), and the Kenya Roads Board will serve three-year terms, renewable once.
This adjustment aims to improve efficiency, accountability, and adherence to good governance standards across the road infrastructure sector.
“The alignment of leadership terms is meant to drive performance and uphold transparency in line with best practices in the management of public institutions,” part of the legislation reads.
