Protais Mitali, Wanted by Rwanda, Passes Away

Ambassador Protais Mitali, who had been living in Belgium after fleeing Rwanda, passed away on August 1, 2025. Reports indicate that he died of cancer.


Before moving to Belgium, Mitali served as Rwanda’s Ambassador to Ethiopia, a position he took after serving as Minister of Sports.

Amb. Mitali had been placed on the wanted list of the International Criminal Police Organization (Interpol), following accusations by the Government of Rwanda that he embezzled funds belonging to the Liberal Party (PL), where he once served as national president.

It was reported that on April 2, 2015, Mitali left Addis Ababa, Ethiopia, for an undisclosed country. He later ended up in Belgium, where he sought asylum, reportedly claiming he had fled Rwanda.

In 2019, the PL party, which Mitali once led, stated that an audit had revealed that between January 2013 and June 2014, 63 million Rwandan francs were embezzled. Of this amount, 45 million Rwf was allegedly withdrawn by Mitali from the party's account in a single day.

The PL party said that Mitali admitted to misappropriating the funds, agreed to repay them, and made partial payments. However, when he still owed 51,640,000 Rwandan francs, he stopped making payments.

Mitali was appointed Rwanda’s Ambassador to Ethiopia in July 2014, replacing fellow party member Joseph Nsengimana, who also represented Rwanda at the African Union.

Mitali served as President of the Liberal Party (PL) from August 2007 until March 2015.
