Minister Biruta Urges Rwanda National Police to Uphold Integrity and Strengthen Public Trust

Minister of Internal Security, Dr. Vincent Biruta, has called on the Rwanda National Police to maintain the highest standards of integrity, professionalism, and discipline as they continue to safeguard the country.


He made the remarks on 5 December 2025 while attending the National Police High Council meeting at the Rwanda National Police Headquarters in Kacyiru, where leaders are reviewing the achievements of the past year and setting priorities for the year ahead.

Minister Biruta praised the consistent performance of the Rwanda National Police both locally and internationally, noting that their conduct continues to bring pride to the nation.

“This meeting is an opportunity to evaluate ourselves and appreciate the commendable work the Rwanda National Police continues to deliver,” he said. “Not only in Rwanda, but even abroad where they serve in peacekeeping missions, our police officers conduct themselves with excellence and bring honour to our country.”

He reminded officers to uphold exemplary behaviour and avoid anything that could taint the image of the institution.

“I urge you to always demonstrate good conduct in your work and avoid anything that could damage the reputation of the Rwanda National Police and that of our country in general,” he added.

Minister Biruta emphasized that maintaining public trust remains a key responsibility for the police, calling on them to further strengthen their relationship with the communities they serve.

“Building public trust, whether in urban or rural areas, is a task we must continue to prioritize so that citizens’ confidence reaches the level they desire,” he said.

The High Council meeting brought together the Minister and senior leaders of the Rwanda National Police to examine the institution’s performance over the past year and define governance guidelines aimed at improving the force’s effectiveness.

Inspector General of Police (IGP), CG Felix Namuhoranye, noted that the meeting is an important platform to assess the previous year and prepare for the next. He highlighted that this year’s session focuses on evaluating officers’ conduct and operations, while identifying areas that require improvement.

“This is a high-level decision-making forum where we consolidate our assessments and take appropriate decisions. It is an opportunity to reflect on how we performed, what we need to change, and what needs to be improved,” he said.

IGP Namuhoranye also stressed the importance of ensuring national security during the festive season and into the new year.

“They know well what is required to ensure the safety of all Rwandans, so that citizens can enjoy the end-of-year festivities peacefully and start the new year in a joyful and secure environment,” he said.
