Rwanda Welcomes Signing of Doha Peace Framework Between DRC and AFC/M23

After the agreement was signed in Doha on Saturday, November 15, 2025, the Government of Rwanda welcomed the signing of the Doha Framework for a Comprehensive Peace Agreement between the Government of the Democratic Republic of the Congo (DRC) and the AFC/M23, an event that hit the headlines across the region.


In a statement released by the Ministry of Foreign Affairs and International Cooperation, Rwanda said the signing “marks an important step in the journey to definitively address the root causes of insecurity in eastern DRC, as well as the obstacles to peace in the Great Lakes Region.”

The statement added: “Rwanda commends the important and sustained engagement of the State of Qatar as mediator, as well as the support of the United States Government and the African Union.”

The signing ceremony was attended by Qatar’s Minister of State for Foreign Affairs, Dr. Mohammed bin Abdulaziz bin Saleh Al-Khulaifi, and the United States President’s Advisor on Africa Cooperation, Massad Boulos.

This development is seen as a major milestone toward stability in the region, reinforcing international efforts to resolve long-standing conflicts and promote peace and cooperation across the Great Lakes Region.
