Minister Nduhungirehe Attends Conference on Africa’s Development

Rwanda’s Minister of Foreign Affairs and International Cooperation, Ambassador Olivier Nduhungirehe, is in Yokohama, Japan, where he is participating in the 9th Tokyo International Conference on African Development (TICAD).


On the opening day of the conference, which runs from August 20 to 22, 2025, Minister Nduhungirehe attended the ministerial-level session.

TICAD, held every three years, serves as a forum for dialogue on strategies to accelerate Africa’s development. The last edition took place in Tunisia in August 2022. The conference is co-organized by the Government of Japan, the United Nations, the African Union Commission, and the World Bank.

This year’s discussions focus on strengthening Japan’s role in supporting Africa-driven development initiatives. Over the next three years, the Japanese government has pledged to mobilize USD 1.5 billion in investments across Africa, aimed at reducing carbon emissions and advancing sustainable development.

According to Japan’s Ministry of Foreign Affairs, the funding will be channeled through the Japan International Cooperation Agency (JICA) in collaboration with the private sector.

Rwanda and Japan have enjoyed diplomatic relations since 1962, with partnerships spanning trade and investment, education, tourism, transport, and high-level dialogue. Japan has also supported Rwanda in areas such as access to clean water, agricultural development, energy, and infrastructure through JICA.

In March 2024, the two countries signed a grant agreement worth 14 billion Japanese Yen (approximately RWF 118 billion) to support the education sector.

Launched in 1993 by the Government of Japan, TICAD aims to promote Africa’s socio-economic development, peace, and security, while strengthening international cooperation and partnerships.
