Rwanda and Zimbabwe Sign Five New Bilateral Cooperation Agreements

Rwanda and Zimbabwe have signed five new cooperation agreements in key sectors including health, youth empowerment, police collaboration, energy, and customs information exchange.


The agreements were signed on August 6, 2025, at the conclusion of the Third Session of the Joint Permanent Commission between the two countries. This session aimed to identify and enhance opportunities for trade and investment collaboration.

On Rwanda’s side, the agreements were signed by Minister of Foreign Affairs and International Cooperation, Amb. Olivier Nduhungirehe, while Prof. Dr. Amon Murwira, Zimbabwe’s Minister of Foreign Affairs, signed on behalf of his country.

Amb. Nduhungirehe noted that the two countries had ample time to deliberate on various areas of cooperation, building on the outcomes of the Second Joint Commission session held in Harare in 2023. The result was the formalization of partnerships in areas such as youth development, police collaboration, public health, customs data sharing, and expanded cooperation in the energy sector.

He emphasized the importance of turning agreements into action:

“We must focus on implementation. Let’s ensure that the decisions we make today are translated into tangible results. This includes setting up follow-up mechanisms, promoting knowledge sharing, and jointly addressing any governance-related challenges that may arise.”

He also highlighted ongoing collaboration in sectors such as agriculture, corrections, and tourism, and noted Rwanda and Zimbabwe are working toward new agreements in judicial cooperation, including extradition of criminals, as well as avoiding double taxation and joint programs to uplift citizens’ livelihoods.

On his part, Prof. Dr. Amon Murwira expressed Zimbabwe’s strong commitment to deepening cooperation with Rwanda:

“We view our cooperation with Rwanda as deeply valuable  it has significantly grown over the years. Since our 2021 meeting, we’ve witnessed remarkable progress across multiple sectors, which is a testament to our strong bilateral ties, friendship, and mutual respect.”

He also praised the Rwanda-Zimbabwe Business Forum, saying it will help identify opportunities for joint ventures in agriculture and agro-processing, tourism, mining, industrial development, and more.

Murwira further acknowledged fruitful collaboration in the education sector, confirming that a second group of Zimbabwean teachers is set to arrive in Rwanda soon.

He also shared his visit to Norrsken Kigali, where he witnessed innovative youth-led tech startups. He described this as a potential area of collaboration in technology and industrial development between the two countries.

Additionally, Zimbabwe expressed willingness to offer scholarships to Rwandan students, especially in fields related to innovation and industrial advancement.
