RIB Arrests RBC Employees and Contractor Over Alleged Misappropriation of Over 45 Million Frw

The Rwanda Investigation Bureau (RIB) has arrested two employees of the Rwanda Biomedical Centre (RBC) and a contractor over allegations of misappropriating more than 45 million Rwandan francs in an equipment supply contract.


On 6 October 2025, the suspects Olivier Uwawe, in charge of technology at the Ministry of Health, Jean Pierre Bicamumpaka, RBC’s finance officer, and Emmanuel Mugisha, a contractor and owner of Paramount Company allegedly falsified serial numbers for 71 computers and 25 CPUs, adding them to delivery notes to make it appear that all items had been delivered.

Preliminary investigations revealed that Bicamumpaka approved payments for items he knew were incomplete, resulting in the misappropriation of 48,439,525 Frw.

Dr. Murangira B. Thierry, RIB Spokesperson, added that there is evidence that contractor Mugisha Emmanuel bribed some members of the approval and receiving committee to sign off on incomplete deliveries. He warned public officials against abusing their positions for personal gain, noting that RIB will continue to pursue offenders to ensure they face justice.

The spokesperson also noted that the suspects are not first-time offenders; they were previously investigated in September 2025 for giving undue advantage during contract execution.

The suspects are currently detained at RIB stations in Remera and Kicukiro, while their case is being prepared for prosecution.
