President Paul Kagame received U.S. Senator Steve Daines of Montana for high-level discussions focused on strengthening bilateral relations between Rwanda and the United States, with emphasis on regional security, economic collaboration, and investment opportunities.

According to the Office of the President, their talks explored ways to deepen existing partnerships in key sectors such as trade, development, and stability initiatives across the Great Lakes region.

The meeting reflects ongoing diplomatic engagement aimed at reinforcing Rwanda and U.S. ties as both countries seek to broaden cooperation frameworks.

Later in the evening, President Kagame also met a delegation from AIPAC led by Chairman Emeritus Lee Rosenberg and author Saul Singer.

Their discussions centered on collaboration in innovation, entrepreneurship, and technology-driven growth, drawing lessons from Israel’s development model highlighted in Singer’s books Start-Up Nation and The Genius of Israel.

Cooperation has  expanded in public health. On December 5, 2025, the two countries signed a $228 million health sector agreement in Washington D.C. aimed at strengthening Rwanda’s healthcare system.

On regional peace and security, the United States has supported diplomatic efforts such as the December 4, 2025 peace agreement between Rwanda and the Democratic Republic of the Congo, signed by President Kagame and Félix Tshisekedi in the presence of U.S. President Donald Trump.

Overall, the meetings highlight a shared commitment to expand cooperation across economic, technological, and security sectors, signaling continued momentum in Rwanda–U.S. relations.
