RDF and UPDF Commanders meet in Musanze to strengthen cross-border security cooperation

The Rwanda Defence Force (RDF) and the Uganda Peoples’ Defence Forces (UPDF) convened the seventh Proximity Commanders’ Meeting in Musanze from 18–20 February 2026, in a continued effort to enhance security collaboration and strengthen bilateral relations between Rwanda and Uganda.


The three-day meeting brought together senior commanders and civil authorities to review prevailing security challenges along the common border, assess progress on past resolutions, and advance joint strategies aimed at maintaining stability.

The discussions also explored ways to reinforce peacebuilding initiatives, facilitate cross-border trade and movement, and showcase industrial and tourism opportunities in Rwanda’s Northern Province.

The RDF delegation included commanders from divisions operating along the border, led by Major General Ruki Karusisi of the 5th Division and Brigadier General Deo Rusanganwa of the 2nd Division.

They met with their UPDF counterparts from the 2nd Infantry Division under Major General Paul Muhanguzi. Senior civil and security officials also participated, among them Northern Province Governor Maurice Mugabowagahunde and representatives from local government and police institutions.

Participants evaluated implementation of recommendations from previous engagements, with particular focus on curbing illegal cross-border activities and responding swiftly to emerging threats. Both sides reviewed progress in intelligence sharing, joint verification mechanisms, and coordinated responses designed to prevent instability and build trust among border communities.

The meeting underscored the continued commitment of both countries’ defence forces to practical cooperation, emphasizing that sustained dialogue and joint action remain essential to safeguarding peace, boosting regional integration, and supporting socio-economic development along the shared frontier.
