A delegation from Sri Lanka’s National Defence College is in Rwanda on a study visit to learn from the country’s journey of building a professional army and driving national development after the 1994 Genocide against the Tutsi.

Led by Brigadier General Narinda Dissanayeke, the 18-member team comprising senior military officers and students visited the Rwanda Defence Force (RDF) Headquarters in Kimihurura as part of an official program running from July 28 to August 8, 2025.

They were received by RDF Spokesperson Brig Gen Ronald Rwivanga and Col Silver Munyaneza, Head of Strategic Planning at RDF.

In his address, Brig Gen Rwivanga detailed the RDF’s evolution from a post-conflict force into a professional army, highlighting its roles in safeguarding national sovereignty, improving citizens’ well-being, and contributing to international peacekeeping efforts.

“Our transformation reflects Rwanda’s broader journey from tragedy to stability and growth,” he noted.

Brig Gen Dissanayeke praised Rwanda’s resilience, acknowledging the country’s impressive strides in rebuilding both its military and society.

“We are grateful for the opportunity to learn about Rwanda’s history, especially the 1994 Genocide, and how the country has managed to rebuild so remarkably,” he said.

During their visit, the delegation toured the Kigali Genocide Memorial in Gisozi to pay tribute to victims of the Genocide against the Tutsi and deepen their understanding of Rwanda’s history.

They also visited the Campaign Against Genocide Museum to explore the military efforts that halted the Genocide and laid the foundation for Rwanda’s current peace and security architecture.

Beyond the RDF, the group is scheduled to meet with other government institutions and agencies under the Ministry of Defence to gain broader insights into Rwanda’s model of sustainable security and development.
