Rwanda Tops Africa in Business Efficiency, Ranked 12th Globally

Rwanda has once again cemented its position as the leading African nation in business efficiency, according to the World Bank’s latest Business Ready (B-READY 2025) report.


The report highlights Rwanda’s consistent implementation of reforms that deliver practical solutions for improving business operations, earning it international recognition.

In 2025, Rwanda ranked first in Africa for its legal and regulatory framework governing business. The country also leads Africa in overall business efficiency, securing the 12th position globally the only Sub-Saharan African nation to reach this level.

The World Bank report further places Rwanda third in Africa for public service delivery, demonstrating the country’s progress in governance and administrative efficiency.

Globally, Bulgaria tops the list, followed by Kazakhstan, Moldova, Montenegro, North Macedonia, Romania, Türkiye, and Uzbekistan. Hong Kong SAR and China share the same ranking, with Taiwan, China, and Vietnam in the same tier, just ahead of Rwanda.

The Business Ready (B-READY) report is a flagship analysis by the World Bank Group, offering a comprehensive evaluation of the global business and investment environment. It provides detailed insights into factors driving private sector growth, benefiting businesses, employees, consumers, new investors, and the environment.

B-READY evaluates economies based on three core pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis covers ten stages of business development, from start-up to full operational maturity, and is informed by extensive primary data collected from experts and rigorous business-level research.

The report draws insights from 101 countries, representing a broad spectrum of economic sectors and global regions, keeping policymakers, investors, and entrepreneurs up to date on the latest trends in business performance.
